Beck's website highlighted the following campaign themes:[11]
- Taxation
- Excerpt: “St. Johnsbury and the rest of the Connecticut River Valley towns and counties have been economically punished by Vermont sales tax since 1969. Scott's first action in the House will be to form a block of legislators in the House and Senate that will fight to have this tax repealed in favor of revenue from economic growth and taxes that do not unfairly punish St. Johnsbury and the rest of Eastern Vermont.”
- State Spending
- Excerpt: “The budget passed in the most recent legislative session far surpasses the ability of many Vermonters to pay. The legislature needs to have an adult conversation about spending our money wisely.”
- Education Spending
- Excerpt: “Vermonters spend far too much on education. Responsible school districts such as St. Johnsbury are punished due to the excesses of budgets passed in other communities. Act 60/68 needs to be modified.”
- Local Control
- Excerpt: “Vermont towns deserve to be able to run themselves with as little interference from Montpelier as possible, including how they want to run their schools.”
- Energy/Environment
- Excerpt: “We…need to be mindful that we do not live in a vacuum, and unnecessary and excessive regulation will make our energy use inefficient, overly expensive, and ultimately do damage to our economy.”
- Health care
- Excerpt: “The proposed single-payer health care model for Vermont is unaffordable and will likely cause tremendous damage to our economy. Vermonters deserve affordable quality healthcare with as little interference from state regulators as possible.”[11]

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
