Biography

Summer Hartley was born in Morgantown, West Virginia. Hartley earned a bachelor's degree from West Virginia University in 2004, a graduate degree from Johns Hopkins University in 2010, and a Ph.D. from the University of Miami in 2018. Her career experience includes working in healthcare.[1]

Dr. Summer Hartley is a registered nurse, and the Republican candidate for the WV House of Delegates, District 80. She is a native West Virginian and has dedicated her career to improving health in the State and nationally. Summer led the development of West Virginia's first public health institute for West Virginia University (WVU), creating over 100 jobs locally. She holds a Bachelor of Nursing degree from WVU, a master’s in public health from Johns Hopkins University, and a PhD in Nursing from the University of Miami. Summer is dedicated to improving economic development, safety, and infrastructure in her district, and ending the opioid epidemic in West Virginia.

Summer is well-versed in the children's mental health needs impacting West Virginia families and is ready to work hard to improve these conditions in West Virginia.

Dr. Summer Hartley participated in the Appalachian Regional Commission’s Appalachian Leadership Institute, an economic development training opportunity for Appalachian community leaders. Summer will use this experience to bring fresh ideas for economic growth to the Westover, Star City, Granville, and Suncrest communities which she represents.

To create a thriving economy we need a healthy, able-bodied workforce. Summer is passionate about improving the health of West Virginians and increasing health access by advocating for more quality job opportunities that offer insurance benefits and a living wage.
  • As a Westover resident and Monongalia County taxpayer, Dr. Summer Hartley is committed to strengthening District 80's tax base, attracting new businesses, and encouraging the growth and sustainability of existing businesses. Dr. Hartley wants to achieve this by increasing skills training, lowering business taxes and implementing regulatory reform, restoring the West Virginia research and development rebate, and expanding the number or opportunity zones in Monongalia County.
  • Dr. Summer Hartley is committed to ensuring that West Virginia road funding targets high-growth areas like the greater Morgantown area, ensuring the Federal Highway Administration and the WV Department of Transportation are continuing to move forward with the Harmony Grove exit project that will greatly assist the growth of our Industrial Park while adding to the quality of life of our district residents by removing the excess of truck traffic from our local roads. More private-public partnerships are needed to fill the gaps in our Department of Highways service, so extensive delays on road improvements are mitigated and training incentives and higher pay to Department of Highways employees is also needed to fill resource gaps.
  • As a nurse and West Virginia native, Dr. Hartley has seen firsthand the devastating impacts of the Opioid Epidemic on our communities, schools, foster care system, and almost every aspect of life. She has relatives, who were hardworking coal miners, who she has seen suffer through opioid addiction while dealing with chronic pain that was the result of mining accidents. Dr. Hartley will advocate for innovative solutions that address the full continuum of addiction from prevention to long-term recovery. Dr. Hartley is committed to enacting the toughest laws against those who sell fentanyl in WV and ensuring that our law enforcement professionals are both protected from fentanyl and equipped with every resource necessary to combat it.
As a PhD prepared nurse, I have seen first-hand the negative impact of the COVID pandemic on the mental health of our health professionals and on our hospital and public health systems. We must fortify our hospital and public health systems and strengthen the resiliency and support of our healthcare providers and responders, by advocating for evidence-based programs and practices that protect the mental health of our providers and first responders. As a nurse who has provided humanitarian aid in low-income countries such as Uganda and Nepal, I have seen firsthand the devastating, life-threatening health consequences that occur with the lack of vaccines. I will support vaccine safety in our public school system.
Honesty, integrity, and transparency are the principles most important for an elected official.
Being a dedicated public servant who keeps the best interests of their constituents in mind when making all decisions.
I have worked consistently since I was 16 years of age. My first job was as a waitress when I was in high school, and I worked several jobs throughout college such as a barista at the Blue Moose cafe in Morgantown and a nursing assistant at Ruby Memorial Hospital.

I have always had a lifelong dedication to service that cultivated in me being awarded the United Way's Presidential Service award for having over 100 volunteer hours during my senior year of college. I was a consistent volunteer with Monongalia Emergency Medical Systems and with the Monongalia Rape and Domestic Violence Center.
