Rhesa Hawkins Barksdale is a federal judge on senior status with the United States Court of Appeals for the 5th Circuit. He was nominated by President George H.W. Bush in 1989 and confirmed by Senate in 1990.[1]

Early life and education

A native of Jackson, Mississippi, Barksdale graduated from the United States Military Academy at West Point with his bachelor's degree in 1966 and from the University of Mississippi School of Law with his J.D. in 1972.[1]

Military service

After graduating from the U.S. Military Academy, Barksdale served in the U.S. Army from 1966 to 1970.[1]

Barksdale was nominated to the United States Court of Appeals for the 5th Circuit on November 17, 1989, to a seat vacated by Judge Alvin Rubin. The American Bar Association rated Barksdale Substantial Majority Well Qualified, Minority Qualified for the nomination.[2] Hearings on Barksdale's nomination were held before the United States Senate Committee on the Judiciary on February 27, 1990, and his nomination was reported by then-U.S. Sen. Joseph Biden (D-Del.) on March 8, 1990. Barksdale was confirmed by the unanimous consent of the U.S. Senate on March 9, 1990, and he received his commission on March 12, 1990. Barksdale assumed senior status on August 8, 2009.[1][3] He was succeeded in this position by Judge James Graves.
