The Rhode Island Rights of the People, Constitutional Amendment 8, also known as Question 8, was on the ballot in Rhode Island on November 4, 1986, as a legislatively referred constitutional amendment. It was approved. The amendment added clauses relating to free speech, due process and equal protection, prohibited the state and those working with it to discriminate based on race, gender or handicap and granted rights to victims of crimes.[1]
