Ronald Kouchi (Democratic Party) is a member of the Hawaii State Senate, representing District 8. He assumed office on November 6, 2012. His current term ends on November 3, 2026.
Kouchi (Democratic Party) ran for re-election to the Hawaii State Senate to represent District 8. He won in the general election on November 8, 2022.
Kouchi currently serves as President of the Hawaii State Senate, a position he has held since 2015.[1]
Kouchi was born in Los Angeles, California.[2] He attended Drake University.[3] He originally wanted to be a teacher, but he decided to enter politics, beginning by working on the campaign for Kauai Mayor Eduardo Malapit (D).[4] He also served as a legislative analyst for state Rep. Dennis Yamada (D).[5]
In 1983, Kouchi ran for a seat on the Kauai County Council.[4] He won and remained on the council for 22 years, including 12 years as the council's chair.[6] Kouchi worked as director of the Kauai Island Utility Cooperative and the Kauai Visitors Bureau, and was also a registered lobbyist.[7] In 2002, he ran for mayor of Kauai but was defeated by Bryan Baptiste (R).[5]
On September 7, 2010, Gov. Linda Lingle (R) appointed Kouchi to the state Senate for District 7 after incumbent Gary Hooser (D) resigned to run for lieutenant governor.[8][9] He was elected to a full term in November's general election. During his tenure in the Senate, Kouchi served as the Senate's majority caucus leader from 2011 to 2012 and as its vice president from 2013 to 2014.[10]
In 2015, Kouchi was elected state Senate president, ousting incumbent Donna Mercado Kim (D) by a 19-6 vote.[1] Upon his election, Kouchi said, "I’m not here to say I’m better, I’m worse, I’ve been asked to lead in a different way, and we’ll see if that works better than the one that has."[10] Honolulu Civil-Beat's Nathan Eagle wrote, "Kouchi operates behind the scenes, an expert dealmaker focused more on getting things done than grabbing headlines, according to lawmakers and others who have worked closely with him."[11] In 2023, Kouchi was elected president of the Senate Presidents Forum, a nationwide group composed of state senate presidents.[12]
During the opening of the 2025 legislative session, Kouchi focused on housing, saying, "We need to get through the permitting process and build the units faster because this housing affects everything we're trying to do in this economy, everything in what we're trying to do in creating a better life for all of us."[13] At the request of Gov. Joshua Green (D), Kouchi introduced a bill in 2025 to amend state laws to meet recommendations from a state report on wildfire prevention.[14]

Kouchi won re-election in the 2012 election for Hawaii State Senate District 8. Kouchi ran unopposed in the August 11 Democratic primary and defeated William Georgi (R) in the general election, which took place on November 6, 2012.[18][19][20]

Kouchi defeated John Sydney Yamane in the September 18 primary. He defeated Republican candidate David Hamman and Nonpartisan candidate Alfred Darling in the general election on November 2, 2010.[21]
