Phyllis Gutierrez Kenney
Phyllis Gutiérrez Kenney is a former Democratic member of the Washington House of Representatives, representing District 46-Position 2 from 1997 to 2013. Kenney served as a Presidential Delegate for the White House Conference on Small Business.
She has been a Community Relations Consultant, small business owner of the Indeterminate Sentence Review Board, and Assistant Commissioner for the Employment Security Department.[1]
In early March 2012, Rep. Kenney announced that she would be retiring from the Legislature at the end of her term.

Phyllis Gutiérrez Kenney was re-elected to the Washington House of Representatives District 46-Position 2. She ran unopposed in the August 17, 2010, primary. In the November 2, 2010, general election she defeated Beau Gunderson.[2]

On November 4, 2008, Democrat Phyllis G. Kenney won re-election to the Washington House of Representatives, District 46-Position 2 receiving 82.86% of the vote (50,943 votes), defeating Grand Old Party candidate John Sweeney who received 17.14% of the vote (10,538 votes).[3]

The Freedom Foundation releases its Big Spender List annually. The Institute ranks all Washington legislators based on their total proposed taxes and fees. To find each legislator’s total, the Institute adds up the 10-year tax and fee increases or decreases, as estimated by Washington’s Office of Financial Management, of all bills sponsored or co-sponsored by that legislator.[4]

Kenney proposed a 10-year increase in state taxes and fees of $1.87 billion, the 38th highest amount of proposed new taxes and fees of the 93 Washington state representatives on the Freedom Foundation’s 2012 Big Spender List.[5]
