The New Jersey Vehicle Fee for Transportation System Amendment, ACR 37 did not make the November 4, 2014 ballot in New Jersey as a legislatively referred constitutional amendment. The measure would have annually dedicated an amount equal to the fee and surcharge revenues collected by the New Jersey Motor Vehicle Commission that was in excess of the amount required for the administration of the commission to fund the state transportation system. This would have amended Article VIII, Section II, paragraph 4 of the New Jersey Constitution. The measure was sponsored by Assemblyman Anthony Bucco, Jr. (R-25) in the New Jersey Legislature, where it was known as Assembly Concurrent Resolution 37.[1]

At the time in New Jersey, proposed constitutional amendments had two ways of achieving ballot access. The New Jersey Legislature could either qualify it with supermajority approval of 60 percent in one legislative session or with simple majorities in two successive sessions. This measure did not receive the necessary supermajority required for a 2014 ballot placement. ACR 37 was introduced on January 16, 2014, and referred to the Transportation and Independent Authorities Committee.[3]
