The New Jersey Public Question No. 5 was on the ballot in New Jersey on November 2, 1982, as a legislatively referred constitutional amendment. It was defeated. The proposed amendment to Article VIII, Section 5 of the New Jersey Constitution would have permitted the Legislature to pass criteria for setting prices at which the state can express interest in riparian land.[1]
