The good Scanners are becoming more numerous and more powerful. But the bad Scanners have not been idle either and are recruiting plenty of new people. A Scanner cop discovers a secret agreement between the evil Scanners and the mayor; together they want to take control of the city.

Surprisingly strong second part.
It is obviously not original, certainly not better than Cronenberg's film and the production values are of TV movie level.
Still quite an exciting thriller with a fairly gruesome climax at the end.

Mediocre sequel to Cronenberg's better first part. This film came a whole decade later than Scanners and it shows. The atmosphere is completely different. The craftsmanship is also lacking, but as an 80's or early 90's horror work in itself it is still quite passable. The atmosphere is nice and the effects towards the end make up for a lot.

Set about 20 years after the first film. This is not a bad sequel. Although there are also a lot of forced improbabilities in the attempts to brew something logical that ties in with the first film. Something goes wrong there, but I can't call it a real setback.

Scanners are now captured by the police and used to read minds in investigations into serial killers, or to apprehend dangerous criminals, but also to manipulate others. The final catch is a mentally disturbed homeless man, Drak, who becomes their enforcer. To keep their powers in check, they administer a drug to the scanners. David Kellum is also a scanner and is approached by the same police officers to help them.

The level of Cronenberg's film (3*), which was actually very low budget, is not reached, but it is a nice attempt that uses some valid ideas. Some cheap action and a pinch of horror finishes it off.
