What is this?

The student council president, Takane Takamine, is a beauty beyond compare, and she would normally never associate with a friendless nobody like Koushi Shirota. After seeing her undressed, however, he's forced to become her walking “closet” as she changes underwear throughout the day. But Takamine's stripping isn't merely to tease—it's the key to unleashing her time-bending powers.
Please Put Them On, Takamine-san! is based on the manga series by Yūichi Hiiragi. The anime series is streaming on Crunchyroll on Wednesdays.

This is porn. I say this not to disparage Please Put Them On, Takamine-san!, but to make it clear that I understand: if you're interested in seeing Takamine's ass and titties and watching her bully Shirota, the usual metrics don't apply. If this idea works for you as jack off fodder, then feel free to judge it on those merits. But since ill-proportioned anime gazongas do little for me, I must grade it based on how well it functions as an anime.
The answer is that it's pretty crap. The first time we see Takamine's face, I groaned out loud because her face looked strange. There was an uncanniness to the way her features were positioned in relation to one another. This effect came and went throughout the episode; while the character designs were generally bland and uninteresting, certain angles would make them look disproportionate. Shirota would look up and his mouth would suddenly be too high on his jawline, or he'd look to the side and his eyes would start pointing in different directions. Takamine's honkers, while always unreasonably large, were never the same size for two shots in a row.
But there's also the fact that the plot is deeply, deeply, unbelievably stupid. Let's leave behind the silliness of the premise, because anime tends to be pretty anything-goes—especially when the stories are created with the purpose of making young men horny. I mean, anime have been made based on flimsier premises like…

Okay, I can't think of any right now. Punch Line, maybe? That's another show about panty-based supernatural phenomenon, but it's also written by Kōtarō Uchikoshi. I can go along with an absurd premise, but I cannot abide female characters written like Takamine. Her behavior makes zero sense under the circumstances. She's a walking sex doll for men with a bullying fetish—and while hot girls bullying a milquetoast protagonist has been a thing for a while now, the surrealism of the circumstances works to make it harder to buy.
But my biggest problem? Bras that will fit proportions like Takamine's are expensive and hard to come by. Girl must be spending hundreds of dollars on lingerie per day. My suspension of disbelief is ruined!

On one level, I hate to give this show a one-star rating. After all, if we judge it by the criteria of “how well this show is doing what it sets out to do,” it is a five-star success. My issue with it is that what it's doing doesn't appeal to me in the slightest.
This anime is the story of Takamine, a girl who has the power to rewind time. The problem is that doing so makes her underwear disappear. Being both busty and wearing a skirt, this causes the expected issues—so she's constantly having to put on new underwear. After seeing her naked body, class-nobody Shirota becomes immune to her rewriting of history and is soon blackmailed into “being her closet”—i.e., changing her clothes for her.
The issue I have with this show is Takamine herself. She is arrogant, stuck up, and… not very nice. She's willing to make a false sexual assault claim and ruin Shirota's life if he doesn't follow her every whim. And it's not just a threat; she makes him experience such a timeline. In fact, she's such a horrible person that she outright disgusts me. Oh, sure, there are hints that she actually likes Shirota and may have even set all this up to get closer to him, but her actions completely eclipse her motives. I have absolutely no interest in wasting my time on a series that has her as the focal point.
However, it's important to remember that this is not only a fanservice anime but also fetish content. If getting dominated by women like Takamine is your thing—if the idea of being her slave and changing her clothes on a whim gets you all hot and bothered—more power to you. Your thoughts (and ratings) for this one will be far different from my own—and that's okay. I'll happily leave this anime to the people it was made for.

Readers, if you're looking for fanservice this season, Please Put Them On, Takamine-san! has it. And by “it,” I mean “uncensored nipples.” I'm a fan of that, personally – we all know they're there, so at least have the guts to show them. We also get uncensored butt, a sentence that, prior to the new Ranma ½ anime, I never thought I'd write. But if you're looking for an animated depiction of a nubile female form sans magic steam or light bars, this is where you can find it.
Unfortunately, what comes with that is the problem. The eponymous heroine of this show is, to put it mildly, not a very nice person. In fact, I found myself loathing her more with every scene. The premise of the series, which is entertainingly batshit, is that when Takamine takes off her underwear, she reverses time. No one knows about it unless they see her bare breasts, so when protagonist Shirota remembers her getting a 98 instead of a 100 on test, she knows he saw them. But rather than enlisting his help like a semi-sane person, Takamine resorts to what is essentially blackmail: she shows him that she can ruin his life if he refuses to be her “closet,” i.e. carry around her extra bras and panties and then put them on her after each time reversal. She knows he's uncomfortable with the situation. In fact, that seems to be what she enjoys about it, and the whole thing comes across as needlessly mean.
There is, perhaps, an argument to be made that Takamine's drive for perfection has left her with few, if any, spaces where she can just be her imperfect self, and so Shirota represents a reprieve for her. I'd say that goes up in smoke when she begins recounting how she manifested her ability, which she calls “Eternal Virgin Road;” everything about her appears to be driven by her ego. Making Shirota her closet is just another way that she can prove herself superior to everyone else, and putting him down and tormenting him via sexual misconduct just makes her feel more powerful. It's uncomfortable to watch.
With a different heroine, this could be fun. But as it stands, Takamine is so unlikeable and cruel to Shirota that it undermines the bizarreness of her powers and the weird details, like that she apparently keeps buying expensive matched sets of bras and underwear when she knows they'll vanish after she removes them. (The ugly visual that accompanies her time reversal certainly doesn't help.) This gets points for the fanservice aspects, but not much else.

So far as sex comedies go, I can at least say that Please Put Them On, Takamine-san! does a fine job in the “sex” department. There are just so many shots of boobs, butts, panties, and even uncensored nipples that I'm sure anyone of such persuasions will find something to like. The show's also pretty kinky, what with the voyeurism and exhibitionism that is baked right into the presence—not to mention the big “Will Kick You in The Dick, Frame You For Assault, and Then Demand That You Gently Slip a Fresh Pair of Panties On to Her” energy that the tit-ular Takamine has going on. To be honest, it's the dressing and undressing angle that I find the most, er, “academically engaging” in this show. In an industry that is plagued with sex-less fanservice, I always appreciate it when a show is willing to explore the more intimate and physical angles that come from sexual relationships.
The problem, from where I stand, is that Please Put Them On, Takamine-san! just doesn't accomplish much in the “comedy” half of the “sex comedy” equation. Sure, we've got plenty of freakouts on behalf of our protagonist Kouishi over all of the boobies and flagrant riding-crop whippings of the laws of spacetime that he gets exposed to, but he has absolutely no personality otherwise—and the comic timing of his suffering simply sputters and dies most of the time. Takamine herself is equally one note—and though her shocking straightforwardness when it comes to her body and the nature of her powers could make for great comedy, the anime, for whatever reason, cannot construct a gag to save its life.
There is a bit in back-half of the premiere where Takamine wistfully recounts how she discovered her idiotically specific power to remove her underwear and cast it off into some nebulous quantum void in exchange for control over time. Then comes the cutesy chalk-drawing flashback footage of her fifth-grade track competition as this girl so plainly (and proudly!) describes the time that the sheer force of her pride and willpower caused her to piss herself and strip naked in front of an entire class of elementary schoolers. The whole sequence should be a crackup, but instead it just comes and goes without eliciting so much as an amused snort.
If you're desperate for more soft-core sauciness in your seasonal rotation, then I'm sure Please Put Them On, Takamine-san will get the job done, though I'll have to recommend that you pass on it if you're expecting to be genuinely entertained in the dozen or so minutes of clarity that come after you finish up with your…you know, “business.” You'd be better served by visiting one of those websites that can offer you more “reading material” than you will ever even know what to do with while dispensing with the inconvenient pretense of needing to function as a proper comedy.
