Southampton and Norwich, relegated from the Championship last season, will meet each other in the Johnstone's Paint Trophy area semi-finals.
In the other southern section tie, League Two club Hereford face League One high-flyers Milton Keynes Dons.
League One leaders Leeds will play League Two outfit Accrington Stanley in the northern section, while Carlisle have been drawn to face Bradford.
The ties will be played in the week commencing 14 December.
