The Washington Bridge and Highway Tolls Measure, Initiative 1361 was not on the November 3, 2015 ballot in the state of Washington as an Initiative to the People. If approved by voters, the measure would have done the following:[1]
- Required new bridge or highway tolls to be imposed only through legislative referral to the voters for approval
- Required tolls to be uniform and consistent
- Required that revenues be used for highway purposes and project-specific costs
- Required that bridge and highway tolls end upon project completion

The official ballot title was as follows:[1]

This measure would require legislative referral of new bridge or highway tolls for voter approval, require uniform and consistent tolls, limit use to project-specific purposes, and end tolls when project costs are paid Should this measure be enacted into law? Yes [ ] No [ ][2] |

The ballot summary was as follows:[1]
“ | This measure would require that new bridge or highway tolls be imposed only through legislative referral to the voters for approval. It would require that tolls be uniform and consistent, without variable pricing, and that revenues be used for project-specific costs, including construction and capital improvement for the project on which the toll was collected. Tolls must be used for “highway purposes,” as defined. Bridge and highway tolls must end when project costs are paid.[2] | ” |

This measure was sponsored by Tim Eyman and M.J. Fagan. Supporters called the measure "Tougher on Tolls."[1]
Path to the ballot
Supporters were required to collect at least 246,372 valid signatures by July 2, 2015, in order to land the initiative on the ballot.
